Uzbekistan has launched a new procedure for receiving compensation for electricity and gas: citizens can now submit applications online, through the interactive public services portal, a public services center, or with the support of a social worker in the mahalla. The Cabinet of Ministers resolution dated December 31, 2025, establishes the possibility of independently applying for reimbursement of the difference between tariffs within the social norm and consumption above the limit.
The review of applications will be fully automated through the "Unified Register," which will independently make decisions on approval or denial of payments. Families included in the Social Register will receive compensation automatically, without submitting an application. Households with income below 1.5 minimum consumer expenditures that meet the criteria of "poor families" or "families on state support" may also qualify for payments.
A refusal is possible if the family owns a functioning car less than 12 years old, freight transport or special equipment less than 15 years old, two or more real estate properties, or if there is an active subsidy for the current month. The National Agency for Social Protection will transfer the list of recipients to the People's Bank by the 5th day of the month, and the funds will be credited to the card by the 27th day. Full online acceptance of applications is planned to be launched by February 1, 2026.
