Central Bank Increases Pressure on Banks: ATMs Under Strict Control After Failures and Write-offs

Regulator Demands Operational Transparency, Quick Refunds, and Infrastructure Updates

The Central Bank of Uzbekistan has mandated commercial banks, payment organizations, and payment system operators to strengthen control over ATM infrastructure operations. This decision follows complaints about cash withdrawal failures, unsuccessful transactions, and delayed refunds, where money is debited but not received by the customer.

The regulator specifically highlighted problematic situations such as card retention, incorrect commission charges, and lack of prompt information for customers. Banks have been instructed to implement clear action algorithms for failures, ensure transparent communication about the status of inquiries, and reduce the processing time for such cases.

The Central Bank also recommended more active use of automatic refunds for confirmed technical errors and compensation for fees on unexecuted operations. Special attention is given to the technical condition of ATMs – equipment updates, communication and power supply stability, and priority control over devices with a high number of complaints.
