Uzbekistan prepares a system for recycling old cars: vehicles older than 30 years may fall under restrictions

The project introduces environmental fees, phased bans, and mandatory vehicle recycling

In Uzbekistan, a draft presidential decree has been published for public discussion, which provides for the creation of a full-fledged system for recycling end-of-life vehicles. The document was developed by the National Committee for Ecology and Climate Change and will be discussed until June 28. The main goal of the initiative is to reduce harmful emissions and form an organized mechanism for handling old vehicles.

According to the project, the system will be implemented in stages. From 2026, it will affect M1 category passenger cars, then from 2027 – minibuses, buses, and trucks of various categories, and by 2030 it will cover all types of wheeled vehicles. For owners of cars older than 30 years, an annual environmental compensation of 30 basic calculated values is planned, which amounts to about 12.36 million soums.

It is also proposed to restrict the operation and re-registration of vehicles deemed environmentally harmful, with their possible deregistration. An exception may be made only for antique cars. The recycling procedure will include a technical assessment and subsequent transfer of the vehicle for recycling through an electronic platform, where the application review will take up to five business days.
