Cameras with sound become mandatory: Uzbekistan tightens requirements for private schools and kindergartens

For the absence of 24/7 video surveillance with record storage for up to six months, an educational institution may lose its license

In Uzbekistan, starting from July 1, 2026, all private schools, kindergartens, and training centers are required to install video surveillance systems both inside and outside their buildings. The new requirements are stipulated by a Cabinet of Ministers resolution, which amended the rules for licensing educational activities.

According to the document, cameras must conduct 24/7 video recording, transmit images in real-time, and record sound. The archive of recordings must be stored for at least six months.

Control over compliance with the requirements is entrusted to the Ministry of Preschool and School Education. The new rules apply to both already operating private educational institutions and organizations that are only obtaining a license.

Failure to comply with these requirements may lead to license revocation in accordance with licensing legislation.

In state schools and kindergartens, video surveillance systems have been implemented for several years. For example, in 2025, cameras were installed in 10th-11th grade classrooms in Tashkent schools to monitor attendance and the quality of the educational process.
