Uzbekistan has summarized the results of reforms in the transition to a "green" economy, implemented between 2022 and 2026. During this period, a legal framework was established, carbon financing mechanisms were launched, and significant funds were attracted from international financial organizations.

One of the key instruments was the green energy certificate system, introduced in 2023. Such certificates confirm the production of energy from renewable sources and allow enterprises to verify the environmental friendliness of their products. To date, more than 446 thousand certificates have been issued and put into circulation.

Uzbekistan also participates in the Global Methane Pledge and, together with the EBRD, has developed a national program in this area. In addition, the iCRAFT project for international trade in emission reductions is being implemented with the World Bank. Within the framework of the program, 10 million tons of CO₂ equivalent emissions have already been reduced, and $15 million has been attracted.

An important step was the adoption of the law "On Limiting Greenhouse Gas Emissions" in July 2025. The document provides for state accounting of emissions, the creation of a corresponding cadastre and registry of carbon units, as well as the establishment of industry-specific emission reduction targets.

In parallel, Uzbekistan is developing cooperation with Japan, Germany, and South Korea within the framework of the Paris Agreement and carbon financing mechanisms. A long-term decarbonization strategy is being developed with the World Bank and the EBRD, aimed at achieving carbon neutrality in the country by 2055.

Significant attention is paid to financing. Uzbekistan was among the six countries with the best results in the Climate Investment Funds industrial decarbonization program, which opened up the possibility of attracting a preferential loan of $250 million. Another $200 million has already been attracted for the third phase of the GEFF green economy financing mechanism, and the amount of funds can be increased to $300 million.

Thus, over four years, Uzbekistan has moved from forming a regulatory framework to creating a full-fledged system of green financing, carbon regulation, and attracting international investments.
