Uzbekistan is studying the Korean experience in digitalizing public procurement and plans to use it in the further development of its own electronic system. As part of the trip, a delegation from the Agency for Industrial Cooperation and Public Procurement and other agencies held meetings with representatives of relevant organizations in the Republic of Korea, discussing technical assistance, grant programs, and specialist training.
Particular attention was paid to the work of the Korean Public Procurement Service and the KONEPS electronic system. Uzbek specialists familiarized themselves with the mechanisms of centralized procurement management, electronic catalogs and framework agreements, price monitoring, and supplier evaluation. The application of the Total Cost of Ownership (TCO) methodology, electronic contracts and payments, integration of state information systems, and the use of artificial intelligence for analyzing procurement risks were also considered.
Separate negotiations were held with the Korea International Cooperation Agency (KOICA) and the Korea Trade-Investment Promotion Agency (KOTRA). The parties discussed attracting Korean experts, improving the qualifications of specialists, contacts with manufacturers, and product localization in Uzbekistan. The delegation also visited the Electronics and Telecommunications Research Institute (ETRI), where they familiarized themselves with developments in AI, digital and telecommunications technologies, high-definition television, and autonomous transport.
