The Legislative Chamber of the Oliy Majlis has approved a bill to reform the field of e-commerce. The document passed its third reading after revisions and discussions that began in early January 2026. The adopted changes are aimed at updating the rules for digital trading platforms and services, taking into account the rapid growth of the online market.
In preparation for the second reading, the law included new categories of e-commerce participants. These include electronic trading platforms, order aggregators, digital streaming services and their operators. In addition, for the first time at the legislative level, definitions of cross-border e-commerce are given and requirements for the procedure for its implementation are established.
A separate emphasis is placed on protecting consumer interests. E-commerce operators are required to ensure transparency in the selection of goods and services, preserve user reviews and exclude the possibility of editing them. The authorities expect that the adoption of the law will help reduce shadow turnover, increase confidence in online platforms and improve the legal conditions for e-commerce in Uzbekistan.
