A new digital mechanism for registering control measures against businesses is being introduced in Uzbekistan. Now all inspections will be recorded via QR code and the "Unified State Control" system. The corresponding decree was signed by President Shavkat Mirziyoyev and is aimed at reducing administrative pressure and increasing the transparency of interaction between the state and entrepreneurs.
From August 1, it will become mandatory for civil servants to use the ESC mobile application in any contact with businesses - both during inspections and at official meetings. Paper certificates for conducting inspections are canceled, and all documents are transferred to digital format. Additionally, the maintenance of the electronic inspection register is terminated, it will be replaced by online registration via the "Business himoya" ("Business Protection") QR code, which records actions in real time.
The main innovation is the right of an entrepreneur not to allow inspectors if their visit is not registered in the system via a QR code. Similarly, a business will be able to refuse a conversation if it is not recorded in the ESC. From July 1, when registering a new enterprise, a personal account will be automatically created in the system, which effectively makes digital control a mandatory element of doing business from the very start.
