Building in Uzbekistan to become easier: authorities launch "one application - one payment" system

New rules promise to reduce bureaucracy and speed up approval of construction projects

Uzbekistan's President Shavkat Mirziyoyev has signed a decree aimed at further simplifying administrative procedures in the construction industry. The document provides for the introduction of results-based management principles, as well as a reduction in the number of approvals and an increase in the convenience of obtaining public services for developers.

One of the key innovations will be a change in the procedure for connecting facilities to engineering and communication networks. From July 1, the relevant procedures will be combined into a single comprehensive service based on the principle of "one application - one payment - all connection points". In addition, from September 1, a unified procedure for issuing architectural and urban planning assignments will come into force in all regions of the country, and related procedures will be combined within a single public service.

The need for repeated approval of project documentation when making minor changes is also abolished, if they do not affect safety, the purpose of the object, and urban planning norms. For a number of objects, the mandatory installation of video surveillance systems is introduced, including residential complexes, hotels, shopping and industrial buildings. The authorities expect that the new measures will reduce the time for processing documents and reduce the administrative burden on the construction business.
