Uzbekistan's President Shavkat Mirziyoyev has approved a plan for the further development of the "Digital Government" system. According to the decree, a Unified Integrated Digital Platform will be created in the country, which will become the basis for the development of state information systems.
The main goal of the project is to transfer at least 5000 administrative functions of state bodies to digital format by the end of 2028. In addition, the authorities plan to reduce the costs of creating and operating state information systems by at least 30%, and by 2030, to bring the share of public services using artificial intelligence to 10%.
The new platform should unify the architecture of state systems, standardize data exchange, accelerate service development through ready-made digital components, and ensure centralized management of state data.
The Ministry of Digital Technologies is instructed to prepare technological standards in cooperation with the State Security Service by the end of 2026, and the launch of the platform itself is scheduled for July 2027. International consultants from the "Big Four" companies will be involved in the development of the architecture with the participation of the World Bank.
From 2027, new state information systems will be created only within the framework of the unified platform. Exceptions will be made for systems related to state and banking secrets, as well as information resources of law enforcement agencies.
The technical operator of the project will be the company UZINFOCOM, which will be responsible for the development, support, and security of the platform. In 2026–2028, 20 key state services are planned to be included in the system, including the Unified Portal of Interactive Public Services, registers of citizens and organizations, an interdepartmental data exchange platform, and an open data portal.
Also, from 2027, state bodies will fully switch to electronic document management and decision-making based on digital processes. The principle of open APIs will be introduced for information exchange between systems.
The storage of data for new state services from August 2026 will be carried out only in the state cloud infrastructure or data centers of the "Digital Government" system.
