The Senate of the Oliy Majlis of Uzbekistan did not approve the constitutional law "On the International Center for Digital Technologies" (Enterprise Uzbekistan) in its current version and sent the document back to the Legislative Chamber for revision.
The bill is intended to create a legal framework for the operation of the International Center for Digital Technologies, which the authorities view as a platform for attracting foreign investment, developing the IT industry, and integrating the country into the global digital market.
The document defines a special operating regime for the center, rules for its participants' activities, investment procedures, the use of a regulatory sandbox, the provision of public services, as well as features of tax, customs, currency, and labor regulation.
During the discussion, senators pointed out the need to refine several provisions. In particular, it is proposed to expand the powers of the Governing Council and the administration of Enterprise Uzbekistan, as well as to strengthen guarantees for the protection of investors' rights and their investments in accordance with international practice.
A conciliation commission will be established from representatives of the Senate and the Legislative Chamber to finalize the bill. Relevant state bodies and organizations are also planned to be involved in the work.
