The Ministry of Justice of Uzbekistan has registered amendments and additions to regulatory acts that create the basis for the operation of Islamic banks in the country. The new rules were developed as part of the implementation of the Law "On Islamic Banking Activities," adopted on March 27, 2026.
In total, changes have been made to ten departmental regulatory legal documents. They regulate key areas of banking activity, including risk management, requirements for commercial banks to acquire real estate and other property, and participation in the capital of legal entities. In addition, norms for calculating the maximum risk level per borrower or group of related borrowers have been updated.
The new provisions also address issues of corporate governance of banks and the procedure for transferring contributions to the Deposit Guarantee Fund. The Ministry of Justice noted that the adopted changes are aimed at creating a full-fledged legal environment for the development of Islamic banking in Uzbekistan and further expanding financial instruments for the population and businesses.
