The final stage of the international open process for the privatization of the state’s 100% stake in mobile operator OOO "Universal Mobile Systems" (MobiUz) is ongoing, the Agency for State Assets reports.
To ensure the transparency of the transaction, international consultants were engaged: Rothschild & Co is acting as the strategic and financial consultant, KPMG as the expert for financial, tax, and legal review (vendor due diligence), and Deloitte as the independent appraiser.
At the stage of submitting non-binding offers (NBO), applications were received from 10 foreign investors, 7 of whom were admitted to the final stage of binding offers (BO). The final stage included access to a virtual data room (VDR) with analytical reports, visits to the company, and meetings with management. All participants signed the Term Sheet — an agreement on the main terms of the transaction.
By December 19, 2025, six bidders had submitted binding price offers. After analyzing the offers and taking into account international experience, three bidders were identified that offered the highest prices and competitive terms. They were given additional time to improve their offers until 23:59 on January 23, 2026 (Tashkent time).
The consultants will send all participants individual letters (Process Letter) with the results of the BO stage and the next steps of the privatization. The decision was approved by the State Commission for Privatization, and the Agency, together with the consultants, will ensure public awareness of the progress of the bidding.
