The Ministry of Economy and Finance of Uzbekistan has developed a draft law on reforming the leasing services market. One of the main changes will be the introduction of consumer leasing – a mechanism that will allow citizens to use property for personal and family purposes, and not just for business.

Currently, leasing is mainly used by entrepreneurs, but the new amendments propose to remove the requirement for mandatory use of the leased item in commercial activities. However, the new format will only apply to non-consumable property – for example, machinery, equipment, or other long-term assets.

The draft law also introduces new requirements for leasing companies. They will be able to operate after notifying the Ministry of Economy and Finance, which will maintain a special register of organizations, control the quality of assets, and monitor compliance with legislation. In addition, it is proposed to establish a minimum authorized capital: 2 billion sums from April 2027 and 3 billion sums from 2029. The discussion of the initiative will last until August 5.
