From January 1, 2027, the first stage of transition to a wholesale and retail electricity market will begin in Uzbekistan. Large enterprises will be able to purchase electricity directly from independent private producers at prices determined by the parties in the contract. At the same time, small and micro power plants will be able to sell generated electricity to enterprises within their region.

The new rules are approved by Cabinet of Ministers Resolution No. 527 dated September 30, 2026. Independent producers operating under license and without long-term guaranteed electricity purchase agreements, as well as large consumers, will have the right to enter into bilateral agreements in the wholesale market. The latter include enterprises connected to networks with a voltage of 6 kV or more and consuming at least 10 million kWh per year. Budgetary and communal organizations, water supply facilities and pumping stations, farms, and mobile operators are not included in this category.
In the retail market, power plants with a capacity of up to 5 MW will be able to sell energy to consumers connected to the distribution operator's networks in the same region — Karakalpakstan, a province, or Tashkent. The price will also be determined by the terms of the contract. Household consumers will not be able to participate in such a scheme.
