The Committee on Competition of Uzbekistan has provided a detailed explanation of the procedure for registering IMEI codes of mobile devices and the responsibilities of sellers. The reason for this was numerous appeals from citizens who encountered problems when buying phones and re-registering codes. In 2025, 147 such complaints were registered: some were resolved positively, others received legal clarifications, and several cases were sent to the competent authorities.
According to the legislation on consumer protection, the manufacturer, importer, or seller is obliged to provide accurate information about the product and guarantee its correct operation throughout the warranty period. Cabinet of Ministers Resolution No. 778 assigns entrepreneurs the obligation to register all IMEI codes.
The Committee emphasized that the buyer is not responsible for registering the device. Stores should only sell already registered phones, without imposing additional services. Violation of these rules entails measures of influence within the framework of the law, which increases the protection of consumer rights and simplifies the process of purchasing mobile devices.
