The draft Strategy "Uzbekistan-2030" outlines large-scale changes in the field of public services, which will make them convenient, fast, and fully digital. The main goal is to minimize bureaucratic delays and create a system that is understandable for citizens, where most processes can be resolved online. The document provides for comprehensive measures to digitize all government processes and optimize interaction with the public.
One of the key points of the strategy is Uzbekistan's entry into the top 30 of the UN ranking for e-government development. It is planned that more than 90% of services will be provided electronically. In parallel, the "People's Control" portal is being introduced in all regions, which will allow citizens to quickly track the execution of appeals and monitor the work of authorities. Also, by 2030, half of the services will be available exclusively through the Unified Portal of Interactive Public Services.
Special attention is paid to modernizing the forms of service provision. The strategy envisages the introduction of composite and proactive services, the number of which should exceed 400. This means that citizens will not have to go to different authorities: many processes will be automated and resolved "independently" by the system. In addition, it is planned to digitize 25 million of the 40 million existing documents and connect about 700 services to the unified platform "Digital Government".
Improving the quality of service will affect the timing and convenience of procedures: more than 100 services will be provided twice as fast, and about 500 procedures will be simplified, eliminating unnecessary paper stages. Also, 40% of services will be transferred to the private sector.
