The Cabinet of Ministers resolution clarifies the categories of visa recipients and introduces measures to support the training of highly qualified personnel.
On November 21, 2025, the Cabinet of Ministers of Uzbekistan adopted a resolution that improves the procedure for issuing "IT visas" to foreign specialists and startup participants. The decision was made within the framework of the "Uzbekistan - 2030" strategy and is aimed at increasing the export of IT services and attracting international experts.
According to the document, the "IT visa" is granted to foreign founders and participants of startup projects. Recipients can also include specialists and teachers with scientific degrees of Candidate of Sciences, PhD or DSc in the field of information technology, obtained from leading foreign universities. Individuals performing the functions of a sole executive body or chairman of a collegial executive body of a legal entity that is a resident of the IT park, as well as their deputies, are entitled to apply for a visa.
The resolution provides for additional measures aimed at training highly qualified specialists of the international level. To support the IT sector and strengthen its export potential, a mechanism for targeted lending is being introduced.
The authorities note that the updated rules should strengthen Uzbekistan's position as a regional center of technological innovation and attract more foreign specialists for the development of the domestic IT industry.
