A large-scale reform of the judicial system is being prepared in Uzbekistan, which will allow citizens and businesses to participate in court hearings via the Internet. On December 17, President Shavkat Mirziyoyev heard a report on the modernization of constitutional review mechanisms aimed at simplifying procedures and increasing access to justice. The main emphasis is on digitalization and the elimination of bureaucratic barriers that applicants still face.
One of the key elements of the reform will be the strengthening of the institution of constitutional complaint. It is proposed to establish a rule according to which the recognition of a legal norm as unconstitutional will automatically serve as the basis for revising all court decisions made on its basis. This should significantly increase the real weight of the decisions of the Constitutional Court and turn it into an effective tool for protecting the rights of citizens and entrepreneurs.
Special attention is paid to the introduction of modern technologies. It is planned to launch a system of remote participation in court hearings, as well as online broadcasts of processes to ensure the principle of transparency. In parallel, it is proposed to automate the distribution of cases between courts without territorial reference, which, according to the authorities, will reduce corruption risks and pressure from local factors. The President supported the initiatives and instructed to ensure their prompt and high-quality implementation.
